Venezuela continues to confront one of the most complex governance and humanitarian crises in the Western Hemisphere. Disputed elections, institutional erosion, economic collapse, and the displacement of more than seven million Venezuelans have transformed an internal political dispute into a regional and global concern. Reports of human rights violations, restrictions on civil liberties, and persecution of opposition figures have drawn sustained international scrutiny.

The United Nations Human Rights Council must navigate the delicate balance between respect for state sovereignty and the international community's responsibility to protect fundamental human rights. Delegates will assess accountability mechanisms, humanitarian access, the role of regional bodies, the protection of migrants and refugees, and pathways for political dialogue. The committee will weigh diplomatic engagement against the imperative of safeguarding democratic norms and individual freedoms in moments of acute national crisis.
